1) Easiest way is to start off with the right software……. the easiest way I know is to use Netobjects Fusion, which is normally pretty expensive ($200 US, but still cheaper and easier than Dreamweaver)…….. but now they’ve brought out a stripped down version of the current version (Fusion11) called “Netobjects Fusion Essentials”, which is FREE

2) Learn a few extra HTML tricks for fine-tuning any code

4) When you’ve finished knocking the pages together, upload them to a webserver at a webhost such as Yahoo! Geocities, Google Pages, or Angelfire, etc

There are several ways of creating a website/page.

You can create one via web development software like Dreamweaver(http://www.adobe.com/products/dreamweaver) or Expression(http://www.microsoft.com/expression).

Either way you are proberbly going to have to learn HTML(Hyper Text Markup Language) which is the language of the web.

Though you can do it without using the development software by simply opening notepad and creating HTML scripts that way but remember to save your file as .html and as plain text not rich text or a document extention otherwise your page will not render properly.
is a good place to start learning HTML and if you feel that you want to take things further then there are JavaScript(which adds dynamic content like popup windows etc) and CSS(configures each tag/element with styles) tutorials at the site too.
